Non-Residential Large Comprehensive Incentive Programs Best Practices Report

The Non-Residential Large Comprehensive Incentive Programs Best Practices Report (Volume NR5) presents results of a comparative analysis of ten non-residential large comprehensive incentive programs, each of which targeted primarily large non-residential end-users. Most of the programs focused exclusively on custom energy-efficiency projects; however, a few programs also allowed load shifting, fuel substitution, or on-site generation. Three key crosscutting themes that affect multiple program components were identified: programs that target the large non-residential market share many characteristics, even if those programs appear to follow very different program models; program managers drive program design features around their understanding of a common set of challenges uniquely associated with the large non-residential market; and successful approaches are those that seek to meet these challenges directly.
