Massachusetts Energy Star Lighting Program

The Massachusetts Residential Lighting Program seeks to transform the residential lighting market by encouraging energy efficient buying behaviors. The program promotes and educates consumers about ENERGY STAR lighting products through retailer instant rebate coupons, mail order catalogs and industry-sponsored initiatives (Invitation to Participate or ITP). While the program started off as mainly a resource acquisition effort, it now focuses on broader market issues, including a pilot effort to engage the upstream market actors through the ITP process.

The program is sponsored by the Massachusetts investor-owned utilities, but implemented individually by each utility. This program is also part of the regional marketing and planning efforts coordinated by the Northeast Energy Efficiency Partnerships (NEEP). This review focuses on the 2002 program efforts and accomplishments by Massachusetts Electric (a National Grid company).
